How To Get Shifting Powder in Diablo 4 Season 9
You get the Shifting Powder Arcana as adrop from Horadric Strongroomsin Diablo 4, but the item isn’t part of the loot pool right away. Since the Shifting Powder is a rare Arcana, you’ll first have to unlock it as a loot drop by reachingRank 3 on the Horadric Knowledge Board.This will unlock the Rare Arcana Reputation Cache, which enables rare Arcana drops for the Horadric Strongroom.
